About the Award

The late Mayor Brent Taylor of North Ogden gave a live of service to his community before he was tragically killed in November, 2018 while serving a second tour to Afghanistan with the Utah Army National Guard. Major Taylor had just been reelected to a second term as mayor when he accepted his deployment.

Brent Taylor practiced what he preached: service above self. Whether as Mayor of North Ogden, or Major in the Utah National Guard, he dedicated his life to serving his community and his country. His wife, Jennie, and their seven children continue his legacy through activity in civic, faith, and community groups. Brent served on the ULCT Board of Directors prior to his final deployment to Afghanistan. He helped modernize the organization’s structure and set the League on a new path to more thoroughly address the needs of Utah’s municipalities with transparency, accountability, and focus. ULCT has created this award to honor the Taylor’s tremendous sacrifice and dedication to service. Jennie was the final President of the ULCT Auxiliary and a frequent attendee at ULCT conferences.  She works tirelessly continuing a legacy established with her husband to honor country and community through service.

The Mayor Brent and Jennie Taylor Service Award is given to a Utah mayor or council member who has demonstrated an outstanding commitment to serving their community. Nominations will be accepted from individuals affiliated with municipal government (elected, staff, or ULCT affiliate) and in good standing with ULCT. Nominees must also represent a city or town in good standing with ULCT. 

In 2019, ULCT bestowed the first-ever “Taylor Service Award” to former Sandy City Council Member Steve Fairbanks for his years of selfless service. It’s time, once again, to nominate elected officials in Utah municipal government who go beyond their duties as they serve their communities. The ULCT Board of Directors will review the nominations.

Nominations for the 2023 Brent and Jennie Taylor Service Award are now open. Do you know someone who consistently exhibits an extraordinary commitment to service in our cities and towns? We invite you nominate that individual for consideration of the 2023 “Brent and Jennie Taylor Service Award,” and continue the legacy!

2022 Award Presented to Gunnison Mayor Lori Nay

About Mayor Nay

Revitalizing a community main street is a huge undertaking for any local leader- especially combining that with a public gathering space, a legacy plaza, a big artistic mural, and flower boxes on each block.  Another huge effort comes in instituting a renovation plan for the downtown district encouraging investment from the business community.  This year’s Taylor Service Award recipient, Gunnison Mayor Lori Nay, is known as a “place maker,” someone who identifies and nurtures the heart and soul of a community and works to make sure it thrives.

In her role as a local leader she has spearheaded: 

  • construction of a new city hall with a library and community center 
  • construction of a new fire station 
  • a unified police force increasing enforcement while decreasing costs 
  • creation of a city industrial park 
  • city road improvement
  • cemetery improvements
  • a river walk public recreational trail where a tile dragon literally roars underneath a bridge

She also serves her community by volunteering for:

  • The Ann Stirba Cancer Foundation 
  • The Governor’s Ethics Review Commission 
  • The Snow College Foundation 

One of the brightest stars on her list of accomplishments is seen in Gunnison’s historic Casino Star Theatre   Mayor Nay   has a passion for promoting arts and culture in her community.  She runs a non-profit foundation dedicated to the renovation of the Casino Star, the city’s historic landmark and community treasure.
