Tracking Levels

ULCT staff, members, and partner organizations review hundreds of bills each year to determine the scale and scope of impact they will have on municipal operations. The tracking level field denotes the scale and scope of that impact. “Hot” bills are determined to have the greatest effect on local government. The impact may be positive or negative, but these bills are prioritized, regardless. The “Work” category denotes a lesser impact than “Hot” but these bills still require significant engagement from ULCT staff and members. The “Watch” category usually refers to bills of a lower priority where ULCT staff may periodically engage on. Finally, “Monitor” bills are generally tracked because they either have some minor affect on the way local governments operate or they affect a section of municipal code.
