League Board

The nineteen-member Board of the Utah League of Cities and Towns represents municipalities of every size and region of the state. They are elected by a nomination committee that meets each September. The duties of the board members include:

  • Maintaining contact with League members within each district
  • Reviewing and approving of the League's annual budget
  • Participating in board meetings, retreats and conventions
  • Establishing ad hoc and blue ribbon committees and appointing members of standing and Legislative Policy Committees.

Steve Fairbanks

Council Member Steve Fairbanks President, Sandy

Steve Fairbanks made his first foray into politics in 2003 when, after much encouragement from friends and acquaintances, he decided to run for Sandy City Council. His slogan was "Vote for the Man Without a Plan" because he had no grievance, complaint, or personal agenda. Steve's pledge was to make his vote on each question based on the facts and not the emotions involved. Steve has a long history of public service in Sandy touching many aspects of city life. He has worked with business and community leaders in various settings and capacities and has seen first-hand how the city and the community can work together.

Mike Winder

Mayor Mike Winder, First Vice President, West Valley City

Mike Winder was elected to an at-large seat on the West Valley City Council in November 2005. As a businessman, Mike Winder is vice president of Winder Farms, West Valley City's oldest business. He has also chaired the Chamber West Economic Development Committee, and was named as one of "40 Rising Stars Under 40" by Utah Business magazine. He is the author of five published books on Utah and LDS history, and in 2005 was appointed by Governor Jon Huntsman to a four-year term on the Utah Board of State History. Winder holds a Master in Business Administration and an Honors B.A. degree in History from the University of Utah. Councilman Winder is married to the former Karyn Hermansen, a native of West Valley City and a piano teacher. They are the parents of three children.

Mayor Scott Harbertson

Mayor Scott Harbertson, Second Vice President, Farmington

Farmington Mayor Scott Harbertson was elected to the ULCT Board of Directors in September 2008. He's been the mayor since January 2006. He and his brother are the owners of Fasteners Distribution Company in North Salt Lake, which supplies nuts and bolts of all kinds to manufacturing companies throughout the Western States. Mayor Harbertson also serves as chair for the Davis County COG; chair for the Davis County Business Development Fund; co-chair of the Davis County Safe, Home, School, Community; and he's also a board member of the Davis Area Convention and Visitors Bureau.

Jill Love

Council Member Jill Remington Love, Past President, Salt Lake City

Jill's big time public service career started in 2001 when she defeated a rather popular incumbent city councilman for the District 5 seat. She ran unopposed when her term expired in 2009. Jill and her husband Perrin are raising three young children. When asked why she you chose to become involved in city politics she said, "I love local government; the issues are practical, not theoretical, and make a difference in our lives every single day. The scale of local government is so close to home that I feel that I have an impact. There are just seven of us on our City Council; we work remarkably well together given our political differences, and we can get things done quickly and effectively when we want to."

JoAnn Seghini

Mayor JoAnn Seghini, Treasurer, Midvale

After serving four years on the Midvale Planning Commission, JoAnn Seghini became the first woman in Midvale to be elected to the city council. She went on to serve three terms on the council and she's currently serving her third term as Mayor of Midvale City. Like many public officials she also serves on numerous boards and committees, most notably she was the president of the ULCT in 1997-98, and since then she's been serving as the League's treasurer. In her private life the mayor worked for Jordan School District for 36 years, retiring as the assistant superintendent of curriculum and staff development.

Carlton Christensen

Carlton Christensen, Council Member, Salt Lake City

Elected in November 2009 for a fourth term, Carlton J. Christensen took the oath of office on January 4, 2010 as the representative of Council District One. Carlton currently serves as the Vice Chair of the Redevelopment Agency of Salt Lake City, and has also served previously as Chair. Carlton has served as Chair for the Salt Lake City Council and Vice Chair three separate terms. Carlton was appointed to the ULCT Board-his second time-in February 2010.

Candace Erickson

Council Member Candace Erickson, Park City

Candy is originally from the East Coast raised in Pennsylvania, New Jersey and upstate New York. She chose the University of Colorado as a good location to spend more time on the slopes while appearing to study for a degree in Environmental Design. Before settling on Park City as a permanent home, Candy spent almost five years in Sun Valley, Idaho, working in advertising, sales and marketing while improving her skiing technique. Since moving to Park City in 1983, Candy has worked as a manager of the Park City Racquet Club, in the lodging industry with Jupiter Property Management, in advertising with Mrs. Fields Cookies and, most recently, sales with Park City Magazine and the Activities Center. She was first elected to the city council in 2004 and is starting her 2nd stint on the ULCT board.

Caitlin Gochnour

Caitlin Gochnour, Council Member, Ogden

Caitlin K. Gochnour is an Ogden native and graduated from Ogden High School. She attended the University of Utah and earned a degree in Communications/Public Relations. Caitlin was employed as a Communications Specialist for Questar Corporation. Later she served as the Panguitch Main Street Manager working with business owners to promote economic development. Since returning to Ogden nearly 10 years ago, Caitlin has been active in the community and served on numerous boards including the Ogden Nature Center, the Eccles Art Center, and the Weber County Heritage Foundation and as the Weber Pathways secretary. Caitlin has been elected to the Ogden City Council to represent Municipal Ward 4. She was appointed to the ULCT Board in February 2010.

Melissa Johnson

Mayor Melissa Johnson, West Jordan City

Mayor Johnson's first round of elected public service was to the West Jordan city council in 2006. She was elected as mayor in November, 2009. Her public service includes membership on the city's historic preservation commission, and she was also a member of the transition team that facilitated the split of the Jordan School District. She's also been involved in the PTA, scouting, and youth soccer. Mayor Johnson and her husband are the parents of five children. She was appointed to the ULCT board in 2009.

Council Member Sonja Norton, Vernal City

 

Jim Ortler

Jim Ortler, Council Member, Brian Head

Jim is in his third term as a Brian Head Council Member. He moved to Brian Head from California in 1992 after spending most of his life crunching numbers for the Federal Government and the accounting firm of Price Waterhouse. Jim is a real estate broker and has helped hundreds of people realize the dream of a vacation home in the mountains. Brian Head is the highest town in Utah at 9800 feet and is also one of the smallest (official population 118). Consequently, Jim's perspective is sometimes a little different. Jim has served six years on the Legislative Policy Committee and once on the Nominations Committee.

Dave Sakrison

Mayor Dave Sakrison, Moab City

Mayor Dave Sakrison has lived in Moab for the past 28 years, operating the popular Dave's Corner Market for the last 16. Dave is a former City Council member, having served two full terms and the remaining two years of another councilmember's term after he left the community. Sakrison's resume also includes three years on the Planning Commission and he's the city's representative to the Grand County Solid Waste District. Having represented the city on numerous boards and agencies, among them the Recreation Board and the Southeastern Utah Association of Local Governments, he's accumulated over 16 years experience in the city politics. He was appointed to the ULCT board in 2009, the second time he's been a member of this august group.

Steve Turley

Council Member Steve Turley, Board of Directors, Provo

Steve Turley is a Provo businessman serving his second term as a City-Wide representative on the Provo Municipal Council. Steve strives to help support the businesses and supports job creation for Provo City. He lives with his family in Southeast Provo. He was appointed to the ULCT board in September 2008.

Warren Vaughn

Council Member Warren Vaughn, Washington Terrace City

Warren A. Vaughn was first elected to serve on the City Council for Washington Terrace in November 1999 and again in 2003 and 2007. He serves as the Mayor Pro-Tempore and the Vice Chair of the RDA. He served as City Council Chairman and RDA & MBA Chairman in 2001 and 2003. He has lived in Washington Terrace since 1994. He has served on the ULCT Legislative Policy Committee since 2004. Warren was appointed to the League Board of Directors in 2008.

Russ Wall

Mayor Russ Wall, Taylorsville City

Mayor Wall was reelected to this second term in November 2009. Before that he served on the city council and he's currently on, or has been on, pretty much every committee known to public officials in the Salt Lake Valley. He and his wife have lived in Taylorsville for 15 years where they raised three children. He was appointed to the League board in 2009.
